Scaling-up Postal Inclusive Insurance: Zooming in on innovative postal inclusive insurance models and best practices
Globally, more than four billion people—primarily in low- to middle-income segments—remain without adequate insurance coverage. This significant protection gap presents both a challenge and an opportunity for inclusive insurance solutions that can enhance financial resilience and social protection.
Postal networks, serving over 1.5 billion people worldwide with access to financial services, with their extensive reach and trusted presence in underserved communities, are uniquely positioned to help close this gap. This report, sponsored by the Universal Postal Union and AXA EssentiALL, explores the pioneering efforts of postal organizations that have already ventured into inclusive insurance. These Posts are active either as distribution partners for insurance providers or as insurers in their own right.
Drawing on in-depth case studies and practical insights from these pioneers, the report identifies existing business and partnership models, operational best practices, and enabling conditions for success. It also provides actionable recommendations for key stakeholders—including Posts, insurers, governments, insurance regulators, and public and private funders—on how to unlock the full potential of postal networks and overcome barriers to advancing inclusive insurance.
Following Hystra's study, the Universal Postal Union, in collaboration with AXA EssentiALL and CNP Assurances, announced the Postal Insurance Technical Assistance Facility (PITAF), to support member country Posts in their efforts to advance inclusive insurance.
